How We Picked These Projects
Islamabad has more than a hundred housing schemes, and a large share of them are either unapproved or stuck years behind schedule. We kept this list short on purpose. Each project here has a known developer and a clear location advantage: the Islamabad Expressway, GT Road, the Srinagar Highway or Zone IV close to the Margalla Hills.
The list covers different budgets. Saffron City and the IMARAT shops start well under PKR 1 crore, Park View City and Bahria Enclave sit in the middle, while DHA, Eighteen and Golf Floras serve buyers looking for premium, lower-risk assets.
Plots vs Commercial Units: Which Suits You?
Residential plots (DHA, Bahria Enclave, Park View City, Eighteen, Saffron City) suit buyers who want capital growth over 3-7 years or plan to build a house. Returns come mainly from price appreciation; there is little income until you build or sell.
Shops and apartments (IMARAT projects) suit buyers who want rental income. Entry tickets are smaller and payment plans longer, but returns depend on the project being completed and actually attracting tenants, so delivery track record matters more than anything else.
7 Checks Before You Book Any Project
- Confirm the NOC or approval directly on the CDA, RDA or DHA website, not just from a brochure.
- Ask whether you are buying a file or a balloted / possession plot; the risk is very different.
- Get the official price list and payment plan in writing.
- Pay only to the developer’s official bank account, never cash to an agent.
- Check development on the ground with a site visit before paying beyond the down payment.
- Read the transfer and cancellation rules before signing.
- For shops, ask about the expected handover date and who manages leasing.
Frequently Asked Questions
Which is the safest project on this list?
DHA Islamabad, because it is run by a statutory authority and has the deepest resale market. Park View City (CDA NOC) and Eighteen (RDA approval) are next in terms of documentation.
Which project is best for a small budget?
IMARAT’s small shops start around PKR 50-70 lakh and are CDA/DHA approved. Saffron City is cheaper (5 Marla from PKR 45 lakh), but RDA has not issued its NOC and served a show-cause notice in September 2026. We suggest waiting until that is resolved.
Are these prices final?
No. They are indicative market and listing prices from August-October 2026. Final price depends on block, size, corner/park-facing status and the developer’s latest revision.
