Location

Saffron City is on Main GT Road near Rawat, in the Dhoke Shokat area, with secondary access from the Rawat-Chakbeli road. According to the developer, DHA Islamabad and Bahria Town are about 10 minutes away and Giga Mall roughly 15 minutes, and the Rawalpindi Ring Road passes close by, the main driver of the project’s long-term appeal.

About Saffron City

Saffron City is developed by SKB Group (Saadullah Khan & Brothers), a construction and infrastructure firm active in the twin cities. It offers 5 Marla, 10 Marla and 1 Kanal residential plots plus commercial plots, including a block on GT Road. Marketed amenities include a theme park, sports complex, gym, schools, healthcare facilities and gated security.

Its appeal is affordability: a 5 Marla plot can be booked with about PKR 9 lakh (booking plus allocation), with the rest spread over monthly and half-yearly instalments. That makes it popular with first-time and small investors.

Important: RDA Has Not Issued an NOC

On 16 September 2026, the Rawalpindi Development Authority issued a show-cause notice to Saffron City’s management for marketing, advertising, selling and booking plots without the required NOC. RDA confirmed that only 882.85 kanal of the scheme has an approved layout plan, and said the developers had wrongly claimed to hold an RDA NOC. The management was given seven days to stop the violations and reply.

Selling plots before an NOC breaches the Punjab Development of Cities Act 1976 and the Punjab Private Housing Scheme Rules 2021. Until RDA issues the NOC, we recommend not booking. If you already hold a file, make sure your plot is inside the approved 882.85 kanal, keep every receipt, and check the latest status at rda.gop.pk.

Only partly: RDA has approved a layout plan for 882.85 kanal, but has not issued the NOC required for marketing and sale.
